Enter the url for the gif, and then paint it using RESET, COLOR, color= black. Go to decorate and add a black border. SIze will depend on what else you want to add to it.   Other gifs, your name, etc.   30-50 should be plenty. Go to composite and comp the gif CENTER, using OVER. Go to EFFECTS.   Choose GAUSSIAN BLUR at 10x10 to 20x20, depending on how blurry you want it. I used 10x0. Back to composite and comp the gif using BUMPMAP. Now you have a nice glow and NO jaggies.
