Decide on the image you want to mist and make a note of it's size. If you want to match a color in the image go to a color grabber and choose one of the paler colors. Take this Square Example to Image Magic. Enter url and go to paint. Choose fuzz 9999, color, replace and enter the color you chose, or choose another color that is on the pale side. I used mistyrose for the example above. Click on the _white area of the image. Go to effects, choose gaussian blur. Type 20x20 in the text box. Click effect. Then composite your image using OVERLAY.
